Yes as well as the military. Not a lot of fun, the only effective use
I ever saw with it on the job was...wait a minute I can't remember any
effective use. It just tended to piss of the drunks, druggies and
distressed mentals and then the officer had to deal with getting it on
him/her during the subsequent wrestling match to put cuffs on.
