Any chance that a ranger could be out, i.e. I need a permit, in late Sept. / early Oct.?

i've been in that area twice. once in 1999 and again in 2001 and saw a
ranger that asked for a permit both times. both times the ranger was
very friendly and courteous, just doing their job.
