[pct-l] Sierras / Hi from Nabor J.

There is public transit that runs up (and down) 395 from Ridgecrest to Carson City, NV.  It's the Carson Ridgecrest Eastern Sierra Transit, 760.872.1901.  There are connecting services at the Carson City Greyhound Station 775.822.3375 and the Reno Greyhound Station 775.322.2970.

I can say that hitching out of KM is easy. Once you get down to 395, 
though, it's a whole different ballgame. Maybe you could hitch to 
Ridgecrest or some other reasonably close town, then rent a car?
