The faucet is NOT off. I just returned from a dinner where I met (again) the
assistant manager and a board member of the agency that owns that faucet. 

They did advise, as the sign there mentions, that the water is not tested or
treated, although it does come from a deep well.

Water facuet must have been turned off. Someone care to set up a water
cache?
