[pct-l] Too Wet to Burn

	The Southern California forests are overgrown due to decades
of wildfire supression -- there is little remaining debate on this
point.  The Forest Service would like to rectify this situation, in
some areas, through controlled burns.  The heavy rains this year have
left the forest too wet to burn now, when weather conditions are mild;
by the time the forest dries out, hot weather conditions will likely
make it too risky to attempt controlled burns.
