[pct-l] trail conditions CA section C13-14

A friend hiked from the Hiway 173 crossing (near the Mojave River dam)  
to Grass Valley Creek on Sunday.  He found no brush or tree obstacles.  
He found a couple small slides that have a toe halfway across the tread, 
and could be fixed with ten minutes of shovel work.  Also he found a 
couple spots where water is running down the trail for about ten feet, 
then running off.
He decided not to cross Grass Valley Creek, because it was a chest-deep 
crossing (gulp!)
so he returned to where he started.
