The North Fork Ranger Station (below Mt. Gleason in the San Gabriels) does NOT issue fire permits. The station is no longer operated by the NFS, but is manned by a volunteer (Todd) supported by the California Trail Users Coalition (CTUC). He works collaboratively with the NFS, however, and they've given him a uniform, vehicles, and the power to cite offenders in the forest.
Todd indicated that the NFS offices at Mill Creek Summitt does issue permits.

I've done this section. As I recall, all you need is a fire permit. There
has been a lot of discussion recently about where to get one on-line. Any
ranger station in the state should be able to issue one. One permit is good
for one year anywhere in California, I believe. You do go past two forest
service stations in the first 26 miles south from Agua Dulce --- North Fork
Saddle and Mill Creek Summit. I am not sure, but I imagine they can issue
permits. At the other end, there is a station on state highway 2 on the west
side of Wrightwood.
