A windshell is definitely worth it's weight, I reccomend the Montane
featherlite smock (3.5oz, $59.95). I won't leave home without mine but it
is a lightweight material so you should treat it with some care. That said,
I am consistently impressed with how tough it actually is for its weight. I
wouldn't replace a fleece with a windshell, although one nice emergency
technique is to stuff your windshell with whatever you can find (leaves,
litter, needles etc.) for insulation. I plan on using a Montbell UL down
jacket (7.4 oz, $129) in conjunction with my shell. They claim that it is
warmer than a heavy fleece. Even if this claim is exaggerated (I haven't
got mine yet to try it out) it should be sufficiently warm to replace your
lightweight fleece. And for a high fill-power down jacket it is rather
inexpensive. I think there is a review on Backpack Gear Test
