Yogi,

I am 98% sure there is no phone at McKenzie Pass.  I
know for a fact that there is not one at the restroom
area and adjacent parking lot, because I spent a lot
of time at the bathroom hanging out away from the wind
and rain.  If there had been a phone anywhere near
there, I would've been on it.

There is another trailhead parking lot further down
from the actual pass, where the PCT veers away from
the road.  It looked like a dirt lot with no
ammenities, but I didn't look around much.
