[pct-l] Wacky Winter Weather

Following are some unprofessional comments on this years weather.

While a mild El Nino is forecasted to persist for the next 3 months, it's
not the type that brings above normal snow amounts to the Sierra's. 
This one impacts other regions of the country.

Sitting here on the coast in extreme Nor-Cal with a snow level of 500', 
icy wind raging, hail sand blasting the side of the house and tidal flood 
warnings posted, it's easy to get caught up in the 'we're gonna have a 
bad winter' conspiracy theories. 

The last 3 weeks is just a snapshot of the 'big picture' and says nothing
of the whole. April will arrive soon enough! 

"You cannot see the forest through the fog..."
er, something like that...
