[pct-l] San Diego Flash Flood Warnings

The mudslides have been terrible. Taking the fire damage into account
from 2003, with an El Nino winter predicted for the next few months
means a lot of wash out and erosion to already hard hit areas.

Please don't cut switchbacks :-)
