I presume you mean by road/car and not by trail.

There is no direct route on good roads. You either go West on Highway 26 
through Sandy to Gresham and then North to I84 and then East to Cascade 
Locks. Or, you go East on Highway 26 to Highway 35 and then North to Hood 
River/I84 and then West on I84 to Cascade Locks. Either way is less than an 
hour. Traffic is normally lighter on the Hood River route and it will be 
shorter. I would go that way. Just don't go to Bend/Redmond (highway 26). 
And watch your speed.
