Yes, I think Bruce is confusing the two Burneys.

1. Town of Burney: Walk or hitch Highway 299 left (west or southwest) 7
miles to town.

2. Burney Falls State Park: Keep following the PCT north from Highway 299,
later crossing Highway 89, to the park campground. (Yes, by car this would
mean driving west/southwest a mile or so on Highway 299, then north on
Highway 89 to the park entrance.)
