"Transportation Specialist Jim" who owns the bus service from the trail to 
Stehekin will no doubt make sure the road is open.  He just bought a new bus 
last season.

I just looked at www.courtneycountry.com (the website for the Stehekin 
Ranch).  On that site is a link to their newsletter.  An article in the 
newsletter says the road from Stehekin to High Bridge should be repaired by 
July 1.

You could also try contacting the  North Cascades Stehekin Lodge.

The bus schedule is on the Lodge website, so I'd assume they'd know if the 
road is passable.

The town of Stehekin is 10.6 miles from the High Bridge Ranger Station, 
which is where the PCT is.
