Yes, quotas do serve a purpose - and in most areas with quotas, they
are definitely needed.  And IMHO the Mt. Whitney zone (specifically the
Whitney Portal eastern approach) quota should probably be cut back - the
top of Whitney may be in "wilderness", but it definitely doesn't meet my
personal 'wilderness' definition on a summer day, which is usually very
crowded up on top!
