First, there are a number of nature areas that have been specifically designed for access to people w/ disabilities. Second, the PCT allows for people to ride a horse and use pack animals. This certainly can be a solution for many disabled people and is a much better and more versatile solution than anything with wheels. The animals can walk much better over the varied terrain than a wheeled cart or wheel chair. I have seen some saddles designed for people w/ disabilities and horses are now used in many therapy situations. The question becomes: Should someone w/ disabilities be able to reject an excellent solution for a prohibited and less effective one?
