Many years ago while white water kayaking we came across a fatal accident. 
The young man had a contraction of some kind looped around his neck. He got into 
trouble and release the skirt from the kayak and when free  and moving very 
fast down stream the loop became attached to an object in the water. He was not 
able to fight the currant to free himself and drowned. Watch out for stream 
crossing with something around your neck
