Yep, there for the packers.  You probably noticed that they put them in places where their is usually no way around the gate, like a narrow defile.  The horses get away from the packers and want to go home.  The gates prevent them from making it all the way back, so the packers don't have to walk all the way out.  P.S.  That is also why they get P.O.'d
when the backpackers don't fasten them together.
