Except for the burned areas (parts of Deep Creek and Lytle
Creek, for example), areas closed for rehabilitation even though they
didn't burn (that's mainly downstream areas needing protection against
flood and mud from the burn), and access paths that lead to the burned
or protected areas.

The access path restriction justifies current Forest Service
plans that prohibit all access to Deep Creek Hot Springs until
mid-March, even though the the Hot Springs and the access from the
north (for which the BLM created a new trailhead in recent years) did
not burn this year.
