Yes, Esbits are allowed on airplanes and in the US
mail.  They are non-toxic and non-combustible.

You can also fly with and mail denatured alcohol.  I
see references to HEET, but I'm not sure what this is
and what it's mailing/shipping status.

Of course, it is illegal to ship or fly with white
gas.
