[pct-l] Digest Mode Gone Haywire

The Digest is fine but posters keep hitting "reply", which copies the whole
current digest into their post.  Once a number of submissions get to a
certain size it becomes a "Digest".  With previous Digests being sent in
with submissions, it doesn't take many to become a Digest.

I wish the list server could bounce these large posts.
