[pct-l] Trail user fees.

hmm unless your disabled you can't get the federal golden access
passport. that is a free card for the disabled getting you free access
and discounts on any other fees charge, unless your disabled you won't
get one  here is what the pass says golden access pass issued to any
Citizen or permanent resident of the united states who has been
medically determined to be blind or permanently disabled .
