hikers, since hikers are such a diverse group

However the US Gov't recognizes the PCTA as the government's major partner
in the operation of the trail, per the Memorandum of Understanding  Between
the PCTA and the U.S. Forest Service, National Park Service and the Bureau
of Land Management...

That pretty well makes it the official organization of the trail
