No it is not possible legally. You cannot enter Inyo National Forest between
Tully Hole [south of Red's Meadow] and Donahue Pass without a bear canister.
I suspect that this order is poorly worded because it is probably based on a
"proper food storage" rule. However, that is how it is worded.
Inyo has removed bear boxes because too many backpackers use them as trash
bins. Yosemite only uses them in a few spots for the same reason.

Tickets for what? Isn't it possible to get legally through the Sierras
without a bear cannister. Unless they've taken out the bear boxes since
I've been there I don't recall ever breaking the law except possibly in
northern Yosemite when I didn't have a rope to counter balance as suggested
or requested by the backcountry ranger.
