[pct-l] Entering the US southbound

I crossed the border southbound last year (pre September 11), however as a
US citizen it is a non-issue. I guess it's fair to say that by definition,
a citizen can't be in his homeland illegally. Your problem of course is
that as a foreign visitor you really have to be concerned with the
legalities...
I believe that what Schaffer is suggesting on page 23 is that you visit US
Customs at Sumas, advise them of your intention to cross into the US via the
PCT, and to request clearance to do so. There is a danger in asking a
question you may not like the answer to. They may, and now I'm speculating,
advise you that you are required to present yourself at a US Customs Port of
Entry at your first opportunity AFTER crossing into the US at Monument 78,
which would be very inconvenient.
Are there any non-US citizen southbounders out there who could weigh in?
