There are a lot of web sites that will give you this information. Try
doing a web search on "Washington snowpack". Here are two links that
offer a quick summary:
Precipitation compared to average:

Snow water content compared to average:
http://www.wrcc.dri.edu/snotelanom/snotswe.gif
It appears that in general, Oregon is about 100% of average and
Washington is about 120% of average in terms of inches of precipitation.
However, the snow on the ground has about 120% to 150% of average water
content, which is important when you're predicting melt rates.
