Correct me if I'm wrong, but the only place I've seen cannisters mantadory in 
the backcountry are parts of  the Sierras.  I suppose there's a reason for 
that and the only reason I can determine is sloppy hikers, those that leave 
their food unattended and aren't willing to defend their food and/or drive 
off the bear.
