A "possible" public hazard??????  Put the officials in the cannisters, too.
What I'm going to say next is, well, off PCT-topic, but gee - the same
people who make sure their kids wear helmets for bicycling & skateboarding,
protest "unsafe" playground equipment, don't let their kids play
unsupervised (admittedly for valid reasons in many areas, sigh) will STILL
TRY TO GET THEIR KIDS TO POSE WITH THE CUTE BEAR FOR A PICTURE.
AAAAAARRRRRRGGGGGHHH.
