The idea is not to use feeble weapons for defense.  It is to use the feeble 
weapons to discourage repeated behavior.  No black bear attacks have been 
recorded in events involving rubber bullets, pepper spray or wrist rockets.  
The Black bear's response to such abuse is always flight, not retribution, 
like the Grizzly might.
