[pct-l] Bear canisters (was stealth camping)

Bear Canisters required from May 25 to October 31 from Tully Hole [on the
PCT] to Dohanue Pass [Yosemite National Park boundary]

Incredibly, Inyo National forest includes an insert with the permit
reservation that tells backpackers how to PACK and USE a bear canister,
something I have never seen any other government organization do yet.

Inyo National Forest says they are "very serious" about this.

Folks,

If YOU make the call to go into an area where YOU know canisters are
required, bite the bullet. Take responsibility for YOUR actions. It was
YOUR decision. Save yourself the effort of creating all those windy
justifications.
