Also, it never ceases to amaze me how people work so hard to justify
their behavior. The law is the law. If you disagree so strongly, start
working w/your local representative or specific agencies for change.
Breaking the law is breaking the law.  Maybe "necessary" at times (life
and death) but still, and always, breaking the law.  I once had to stare
down a dear friend who is a major cyclist who rides on the PCT way up in
extreme No. CA. Wasn't easy but I gave it a try. Don't think he listened
