new Federal Monuments by the Clinton administration:
Despite the animosity, Clinton continues to churn out proclamations. He =
created one new monument and expanded another in November and is =
expected to establish eight more in his remaining days in the White =
House. But administration officials said Wednesday that Clinton is =
unlikely to make a monument out of Alaska's Arctic National Wildlife =
Refuge, which President-elect Bush wants to open for oil drilling.
