Various sections of the PCT run through wilderness areas that have a 
permitting process in place to limit impact from overuse.

Some permits come from the US Forest Service, some from the National Park 
Service, some from State Parks. On a north bound hike, Mt San Jacinto 
wilderness area (Guidebook map B6) is the first place you need a permit.

All the agencies are supposed to accept the other agencies permits, but 
some parts of the USFS weren't accepting permits written by other parts. 
This created a problem for thru hikers.

The PCTA stepped into the fray, and got permission to write a single permit 
good from Campo to Manning park.
