[pct-l] Forest Service Roads

 Washington has 26,000 miles of forest service roads and is behind 350 
million in maintenance backlog. Forsgren of the F.S. claims they need 26 
million a year to maintain, but only receive 10 million to maintain. F.S. 
will now close many of Washington roads in next 15 years.
