This rancher must be a thruhiker.

1-He is saying that, as a taxpayer, he has the right to use the National
Forest for FREE and not pay a use permit

2-He is saying that the USFS has no business and no legal standing telling
him what to do and he will ignore regulations. No damn way he will use a
bear canister

Reality check! As a taxpayer you have the right to.............pay taxes.
Don't count on nuthing else ....... not even the right to get a duly elected
President....but let's not go there.
