Re: the Comprehensive Plan:

I've seen that language in other Forest Service documents, too. I think it's 
a cynical thing they slipped in there so that when anyone complains about 
development, mining, or most of all, logging near the trail, they can point 
to an official piece of paper and say "See it says right here...."
