Actually there are NO quotas for the commercial pack outfits using horses
on the trail. Private users (pedestrian AND equestrian) need to fit within
the quotas, but the commercial pack outfits have unrestricted access.
Perhaps the problem is NOT the horses per se, but the overuse by the
commercial enterprises given carte blanche to use the trails. (I suggest
the person who objected to race directors making money "from the PCT"
consider that.....)
If the anti-horse-on-the-pct folks would approach this as an
"overuse/mismanagement" issue by one class of business, instead of "I hate
horses on the trail," I think that something might actually get done about
the problem
If you want to research, look for the term "packer override" in the forest
use plans...
Responding to this post with "but all horses are bad and should be kept off
the trail" shows to me that the response is emotional rather than reasoned.
There just aren't that many private equestrians to do very much damage.
