You might just make it to Truckee from the supplies you find at Echo Lake.
It caters to the day picnicker and boater, and not really to the backpacker,
but it does have an ice cream stand. If you can just figure out how to carry
a four days supply of ice cram cones, your set. Just remember, you are at
the mercy of the stores taste in food. If, by chance, you find yourself
short on food in the section between Echo Lake and Hwy 40, there are two
(used to be three but the Alpine Lakes cabin has been dismantled)
backcountry cabins along the way that usually have a few days supply of
rancid oil and stale pastas to choose from. Once at Hwy 40 (Donner Summit),
catching a ride to Truckee and back should not be a problem because this
road receives a lot of hiker/climber car traffic, just stick out your thumb
or walk down the road to the parking lot and ask for a ride. Get a ride to
the Super Safeway, and the health food store with bulk items is just across
the street.

This may just be a typo, but just for the record, Tahoe City is in North
Lake Tahoe.
