Don't count on Sth Calif to be at 23% of normal.  It has rained almost 
constantly here for the last week with new storms on the horizon and the ski 
resorts in the San Bernardino Mtns calling everyone in Sth Calif to "come on 
up, the snow is finally here!"  But then, February is always the wettest 
month here.
