I don't know if there is a policy Maybe you could say "First do no wrong". Maybe such a level of cluelessness is impossible to reach. I just don't know. I have run into a number of people on all the trails who play music without ear buds. It's as if the need to be distracted is so enormous that they could not see how unpleasant and invasive they were being. Maybe they are just "bear-anoid". Was this behavior out of fear?  
It's hard to comprehend.
