Notwithstanding lengthy quotes from the "The Thru-Hikers Guide to Entitlement", I think is it a simple courtesy to ask before plugging in to charge a phone. Just like holding a door open when someone is behind you in a doorway, or saying "excuse me" when you accidentally bump into a person, it is something one should do in respect of others. 

Being respectful of others is a better way to live life, whether on or off the trail.
