[pct-l] Permits

Lol.....the ONLY commitment made by PCTA is that the permits page will be
up on Feb 1st....if it's not up by midnight tonight...then maybe we can be
emailing concern........I still have my hiking shorts on and they are not
"in a wad" yet....     :)
