Public transportation is almost non-existent near the PCT in WA state. 

If you go all the way to northern terminus. You have 2 options: (1) continue
on into Canada to Manning Park. Take the bus to Vancouver, BC and from there
to Portland. As a foreign national, you'll have to cross the US/Canadian
border twice so be sure you know how to do so legally. The PCTA site has a
link to the required Entry to Canada From the PCT application form. (2)
return to Harts Pass and hitch down to Winthrop. There is a trail angel in
Winthrop who has taken hikers to a nearby town where they can catch a bus to
Seattle. Getting to Portland is easy from there.

You can also stop at (or return to) Stehekin. From there, take the Lady of
the Lake boat down to Chelan. Catch the free bus to Wenatchee. You can fly
or take a bus from there.

There's no transportation (except hitching) at White Pass and Snoqualmie
Pass.

I don't know if it is still available, but there used to be a flag stop for
the bus atop Stevens Pass, but hitching down to Skykomish or to the
Dinsmore's should be easy from the ski lodge. There are regular bus stops in
Skykomish and towns west that can get you to Seattle.

I've got a lot of useful and interesting information, and continue to
prepare my hike.
I hope you don't mind another question:  what is the best point in the north
part of Washington section to get of the trail and to come back to Portland?
(by bus or hitch hike).
