I tried for an hour one year and couldn't get a ride.  The next time I got a ride immediately.  As said, chat up people on the hike down.  
I guess you have a reason for wanting to go to Lone Pine or Bishop. An alternative not asked for but here it is.  You can resupply at Independence either by mail or at the Chevron Station mini mart.  It doesn't have a huge variety but there is certainly enough to get you to your next resupply point.  There are also a couple of motels in Independence that will pick you up at Onion Valley and return you to the trail head the next day.  They offer package deals including the ride, room, laundry and breakfast.
