Read it again, starting on Page 15 of those slides. The source of the
quotes is Brian Rooney's article.

In her presentation to fellow land managers, Schweizer was quoting
Rooney's entirely tongue-in-cheek bit that humorously demonstrated how
news media outlets might instruct TV reporters for sensational western
wildfire coverage. It was included as Rooney's point that news media
outlets simply cannot help but sensationalize and over-dramatize
wildfire coverage with universally-deployed cliches. Rooney really
nailed it well...

I liked what Brick had hypothesized about the scene. It did look like the
bag was on top of a bear box.
I was as interested in this story as you all were. I always like to get to
the bottom of things before I form an opinion. I found the note to be a
little bit over the top and it was hard for me to believe that someone who
would leave trash would go to the trouble of writing a note like that. So
that led me to wonder who is this person who wrote the letter to the PCTA.
I found this link to a presentation by the author of the letter Deb
Schweizer:

I'm not sure what to make of it but I found slides 16 through 20 very
interesting. Sounds like someone who knows how to manipulate a story. Was
the note for real or a set up to make a point? Read this presentation,
think about it. If people are immediately going to assume that a thru-hike
did this, as Deb Schweizer apparently wants us to believe - even though the
note doesn't say that, then shouldn't we also question her motives? I'm not
sure myself but we will probably never know the whole story.
