If you obtained a permit from Yosemite for the JMT you do not need an
additional permit to exit at Whitney Portal.  I've done the trail several
times and have not had any issues with the Rangers there (assuming the
rules haven't changed this year).
But it is also a pleasant hike to exit at Horseshoe Meadow.  Cottonseed
Pass is the first you would meet up with and is an easy trail to follow
once the snow is gone.
No problem catching a ride to Lone Pine from either the Portal or Horseshoe
Meadow.
