[pct-l] Camping Before Lake Morena

I heard that due to border-related activity it's desirable to hike all the way to Lake Morena campground on the first day. I can hike 20 miles the first day but prefer to start a bit slower and work up to 20+ miles.

Have there been any problems camping between Campo and Moreno, say 10-12 miles in? Is it noisy all night with helicopters buzzing around chasing illegals?
