I would consider routing the trail around Hemet Lake’s west side (spillway?) to further avoid the highway.
There’s a picnic area on the north side of the lake and a campsite. Of interest; Herkey Creek has a campsite too. 
That being said, perhaps it is not practical to route a trail across the lake’s west side , due to it being a spillway. I have not been in said space physically, 
so I don’t know if the area is wet most of the time or dry most of the time, or whether there is infrastructure to carry water out of the lake. It appears quite flat.
