It's highly likely that the PCT will still be closed in 2015 from mile 162.5
to mile 178. You can do a combination of alternate trail & road hiking to
get around this closure or hitch into Idyllwild from Hwy 74 (mile 152) after
enjoying a nice meal at the Paradise Café. You can hike back up to the PCT
out of Idyllwild via the Devils Slide trail which brings you back to mile
179 at the Saddle Junction.
I don't know the answer to your question on Chihuahua Valley Road but Mike
Herrera would know. Mike owns the house with the important water source tank
at mile 127. I don't have his contact info but someone on this list might.
