there are two distinct possibilities:

1) There are people driving down to the desert to party during the
temperate spring. They are partying at scissors crossing and leaving
their trash. Removing the water cache won't fix that.

2) There are hundreds of thru hikers hitchhiking or getting rides from
their "camp followers" into Julian to get beer and then are returning
to sit under the bridge in the desert and drink the beer sitting in
the sane, instead of sitting in under cool trees in Julian and
drinking it there. They are leaving their hundreds of empties that
they lugged down to drink under the bridge. TRemoving the water cache
won't fix that either.

A little bit of thought might indicate which is scenario more likely.
I've been around a lot of rural kids parting, and I've been around a
lot of thru hikers. I know which one is my guess.

But either way, it is entirely up to the trail angel to decide to
support the cache or not.
